At least that's what it is stated to be, although a photo reproduced on this webpage suggests it was in the early stages, probably the previous year.
In 2013 it was announced this factory and the one at Broadmeadows will close in 2016. Both operations were being subsidized by the US parent and Australian taxpayers.
